| “Artificial Intelligence +” Cultural Construction: A New Vision for the Future of Publishing: A Perspective on the “Opinions on Deepening the Implementation of the ‘Artificial Intelligence+’ Action Plan” |

Abstract The cultural construction of “artificial intelligence (AI) +” has promoted the extensive integration of AI with all stages, dimensions, and domains of publishing, and facilitated its deep convergence with publishing concepts, regulation, and governance. Specifically, the integration of “AI+” across publishing stages refers to the broad multiplication and reinforcement of AI capabilities with topic planning, editorial processing, printing, and distribution, thus enabling publishing institutions to “establish an advanced, comprehensive, and intelligent digitalized production management process.” The integration of artificial intelligence (AI) with various dimensions of publishing is reflected in its effective convergence with the cultural, economic, and technological subsystems within the publishing industry. Integration of AI across publishing domains is evident in its convergence with educational publishing, professional publishing, and trade publishing, thereby fostering new business formats, models, and consumer practices in “AI+” publishing. The convergence of AI with publishing concepts is embodied in the transformation of publishing from traditional book providers to knowledge service providers, further defining and enhancing the positioning of “intelligent knowledge service providers.” The deep integration of AI with publishing regulation addresses the empowerment of market mechanisms resulting from AI implementation in regulatory practices. The deep integration of AI with publishing governance necessitates the publishing industry’s governance system and governance capacity to align withAI development, continuously enhancing governance capacities for emerging intelligent publishing formats. From the perspective of productive forces and relations of production, the long-term value of “AI+” publishing lies in promoting a revolutionary advances in publishing productivity, accelerating the cultivation and development of new quality productive forces, and fostering profound transformations in publishing relations of production, and shaping newproduction relations for the industry. Key breakthrough directions of “AI+” publishing include: First, developing vertical large models for publishing, prioritizing high-quality datasets as the primary focus, and emphasizing the effective accumulation and independent development of algorithmic resources, alongside the development and accumulation of computing power resources. Second, implementing intelligent agents, thereby providing readers and users with one-click, fully automated, and all-domain publishing services. Third, establishing intelligent research paradigms in publishing to substantially enhance scientific and rational dimensions of publishing research, focusing on research paradigms, human-machine collaboration models, and organized research methods. Fourth, enabling agile empowerment of intelligent publishing governance through a multi-level agile governance framework for “AI+” publishing. These objectives require optimizing the development environment for “AI+” publishing, accumulating theoretical methods and capabilities for vertical-specific large models for publishing, thus establishing an open-source publishing ecosystem, developing an “AI+” publishing talent system through innovative approaches, and introducing patient capital with a long-term perspective.
