| The Construction of the Intellectual Property Value Chain in International Chinese Language Education Publishing in the Era of AI:Characteristic Analysis, Logical Deconstruction, and Bottleneck Breakthrough |

Abstract International Chinese language education publishing has made significant contributions to promoting the global dissemination of Chinese culture. Against the backdrop of profound transformations in the publishing industry driven by generative artificial intelligence and large-scale model technologies, this study systematically analyzes the development bottlenecks faced in this field from an intellectual property perspective and explores potential solutions. First, the research provides a detailed overview of the five core bottlenecks currently existing in international Chinese language education publishing: ambiguous intellectual property structures, a disconnect in value transformation, insufficient market adaptation, lagging foundational services, and weak copyright protection.These bottlenecks collectively constrain the value realization and sustainable development of this field in the AI era. Second, this study adopts a problem-oriented approach, integrating methods such as value chain theory and case analysis. After defining the concept and analyzing the characteristics of the intellectual property value chain, it constructs and examines the operational logic of the intellectual property value chain in the era of AI from both static and dynamic perspectives. 1) At the static level, the operation of the value chain relies on the triadic foundational framework of "content, technology, and channels, " where the content layer constitutes the value core, the technology layer serves as the primary driver, and the channels layer acts as the bridge for value realization. 2) At the dynamic level, the value chain follows a full lifecycle of "creation—expansion—promotion—service—protection, " forming an organic value-added. Driven by AI, the creation phase shifts from human-led originality to human-AI collaboration; the expansion phase transitions from static derivation to intelligent dynamic generation; the promotion phase evolves from channel-based distribution to precise outreach and intelligent localization adaptation; the service phase progresses from manual support to scalable personalized services; and the protection phase transforms from passive rights protection to proactive comprehensive defense. Finally, based on the above analysis, this study proposes systematic solutions to address the five bottlenecks: 1) To tackle the intellectual property structure bottleneck, it recommends establishing a management mechanism for human-AI collaborative intellectual property, developing a creation management platform, and maintaining digital archives; 2) To overcome the value transformation bottleneck, it suggests adopting a tiered development approach for textbook IP value and establishing a blockchain-based intelligent micro-licensing platform; 3) To resolve the market adaptation bottleneck, it calls for deploying a global precision marketing and feedback network and consolidating market data into a core strategic asset; 4) To address the foundational services bottleneck, it advocates building an intelligent teaching service support system and a global collaboration network, as well as developing ecosystem-based teaching service product packages; 5) To break through the copyright protection bottleneck, it emphasizes the need to construct a full-process infringement monitoring system, establish domestic and international collaborative mechanisms, and apply digital technologies for round-the-clock infringement monitoring. This study provides an innovative theoretical framework and practical guidance for maximizing the value of intellectual property and enhancing the effectiveness of international dissemination in the field of international Chinese language education publishing in the AI era.
