战“疫”·开放·包容^*

摘要:

系统梳理2020年新型冠状病毒肺炎疫情对全球科技期刊出版带来的巨大冲击，分析了预印本爆发性增长、开放获取定价机制不断优化调整、“S计划”迈向新阶段等出版动态。开放数据出版作为独立于期刊论文出版的科技出版模式，将日益嵌入科技出版产业。大型出版商通过开放评议、开放引文、开放期刊评价等措施，加速接入开放生态。出版商和学术机构通过制定各项行动计划解决种族和性别歧视问题，共同营造订阅模式和开放平台并存、大宗贸易和小规模贸易兼有、包容的科技期刊出版生态。疫情冲击成为开放科学和开放出版的催化剂，但能否给科技出版带来永久变化还未可知。
