Abstract

Driven by the rapid advancement of cutting-edge technologies such as big data, cloud computing, and artificial intelligence (AI), the publishing industry is experiencinga comprehensive and multi-dimensional transformation across its core operational domains, including content creation, supply chain optimization, marketing service innovation, and reader engagement strategies. These changes representnot merely incremental improvements but signify a fundamental paradigmatic shift in how publishing activities are conceptualized, strategically structured, and operationally executed. The industry has thus entered a new era of digital intelligence, characterizedby high levels of internet connectivity, increasing data-driven informatization, and deep integration with emerging technological ecosystems. This transformation is reshaping traditional models and redefining the complex triangular relationship among publishers, intermediaries, and end readers throughout the value chain.Amid accelerating technological innovation cycles and increasingdiversification and personalization of reader demands, the critical challenge of effectively adapting to digital-intelligent infrastructures, and accelerating institutional transformation has become a central concern for all stakeholders within the publishing ecosystem. The dual imperative to embrace technological change while preserving the core value of high-quality content imposes significant operational and strategic pressures on both legacy publishers and digital-native entities. In this dynamic landscape, publishing houses and libraries—serving respectively as the upstream creators and downstream disseminators in the content value chain—face unprecedented challenges rooted in technological disruption. Publishers must innovate in content development methodologies, multimedia delivery formats, and interactive reader experience design, while libraries must reimagine their public service roles in a digitized and algorithm-driven knowledge environment, balancing access with curation. These shared challenges, however, present opportunities for collaboration, where complementary institutional strengths can yield synergistic value. It presents a multi-layered analysis of the key drivers of such partnerships, including alignment with national cultural policies, the emergence of user-centered service logics, and technological enablement through AI-powered metadata integration. Based on these findings, this paper proposes a tripartite framework of innovative pathways centered on: nationwide reading promotion as a societal imperative; content ecosystem development as the core of value creation; and digital transformation as the foundational technological infrastructure. To further enhance the quality and sustainability of library-publisher collaboration, this paper advocates three strategic directions. First, technological innovation should be positioned as a primary lever to initiate and deepen cooperative relationships, enabling both parties to co-create intelligent service models. Second, the integration of knowledge service advantages should be leveraged to jointly develop vertically specialized content resources, thereby improving the accuracy and relevance of resource supply. Third, an ecosystem-oriented approach to co-construction should be fostered to build a collaborative framework where libraries and publishers form an interdependent network, driving greater service efficiency and systemic impact. These directions aim to establish a dynamic, resilient, and innovation-driven model for long-term collaboration in the era of digital civilization.
