摘要:

2019年，全球开放获取运动取得突破性进展，多国机构联盟与不同出版集团签订了开放获取变革协议。本文以Elsevier为例，总结对比其2019年之前和2019年有代表性的开放获取协议，介绍其主要开放获取措施，并深入分析Elsevier从抵制开放获取到积极签订变革协议的态度转变原因，以期从出版集团开放获取政策体系转变、开放获取选项增加和态度改变存因3方面为我国学术出版机构制定开放获取政策提供参考，推进我国开放获取进程。
