“一带一路”背景下我国西部地区出版走出去实践研究

西部地区是我国“一带一路”战略实施的重要区域,其与“一带一路”沿线国家的地缘相近,文化相通优势有助于推进出版走出去,实现中华文化的对外传播。但从西部地区出版单位近九年在重点资助“一带一路”文化输出的丝路书香工程项目中立项178项,占该项目立项总数的5.55%的情况来看,整体表现不突出。为了使西部地区更好的发挥出版优势,依据2015-2023年支持出版“走出去”的国家级项目数据,梳理西部地区出版走出去实践的情况,发现西部地区出版走出去发展的问题,挖掘并深度分析西部地区出版走出去的优秀范例,探索西部地区出版单位深度参与出版走出去、提升走出去效果的有效策略。

Abstract

The western region is important for China to implement the "the Belt and Road" initiative, encompassing Chongqing, Sichuan, Guizhou, Yunnan, Xizang Autonomous Region, Shaanxi, Gansu, Ningxia Hui Autonomous Region, Qinghai, Xinjiang Uygur Autonomous Region, Inner Mongolia Autonomous Region, and Guangxi Zhuang Autonomous Region. The western region’s geographical proximity to the countries along "the Belt and Road", combined with cultural and linguistic similarities, is conducive to promoting publishing to go global. Thanks to the rich cultural resources and the national supportive polices, it should be easier for western region to promote culture communication and "publishing going global". However, data from the five major state-supported projects for publishing going global between 2015 and 2023 reveals that the western region’s project proportion is less than 10%. Over the past nine years, in the Silk Road Bookseller Project, which mainly funded by specific national project for cultural communication between China and the "the Belt and Road" countries, 178 projects were established in the western region, representing 5.55% of the total approved projects. This indicated the poor performance of publishing going global in the western region. To promote publishing in the western region to go global by leveraging local cultural and linguistic advantages, this article focuses on the practices of publishing going global in the western region, and explores the corresponding strategies. The analysis comprises three parts. The first part analyzes the total going global project quantity, the total project quantity, project location, participating units, and output language, according to the data of national projects supporting publishing going global from 2015 to 2023. Findings indicate that in recent years, the overall number of going global in the western region has been lower, compared to other regions in China, with limited institutions’ participation, restricted local culture development, and insufficient project engagement of Southeast Asian countries with cultural exchanges. The second part analyzes the practical challenges for publishing going global in the western region, such as limited ability to go global and lack of cooperation awareness, insufficient development of cultural resources and lack of innovation in cultural narratives, poor market positioning and publishing professional shortage. The final part proposes suggestions for promoting western regions publishing going global, based on the publishing going global practice of Shaanxi Normal University General Publishing House and Sichuan People's Publishing House. It is suggested that strengthening cooperation among publishing institutions, actively developing local cultural topics, optimizing content presentation, positioning copyright export destinations, and strengthening professional cultivation are effective strategies for publishing houses in the western region to deeply participate in publishing going global initiative and enhance the effectiveness.
